Brazilian lawyer and politician known for serving as the President of the Federal Senate and the National Congress of Brazil and for representing the state of Minas Gerais.

Before Fame

He attended the Pontifical Catholic University of Minas Gerais and graduated with a law degree in 2000. He became a partner in a prominent law firm and served as a professor and member of various legal committees. He was elected as the youngest Federal Counselor of the OAB for Minas Gerais in 2012. His political career began in the Chamber of Deputies, where he served from 2015 to 2019.

Trivia

He was elected to the Federal Senate with over 3.6 million votes in 2018, which was the highest for any senator in that election cycle. He authored Bill 5516/2019, which led to the creation of the Sociedade Anônima do Futebol. This was a model for transforming Brazilian football clubs into public limited companies with the goal of professionalizing and financially stabilizing the sport.

His full name is Rodrigo Otavio Soares Pacheco. He was born to Helio Cota Pacheco and Marta Maria Soares. He was born in Porto Velho, Rondônia, Brazil. He moved with his family to Passos, Minas Gerais, Brazil during early childhood.

Associated With

He has worked alongside Luiz Inácio Lula da Silva as a member of the Brazilian Federal Senate.  He posted a tribute to Pope Francis on Instagram in April 2025.
