In 1976, he entered the United States Naval Academy. He graduated with a Bachelor of Science degree in political science.

His father, Samuel Sr., was a Navy veteran of the Korean War.

In 2010, he assumed command of the carrier strike group that included USS Carl Vinson. In May 2011, Osama bin Laden was buried at sea from USS Carl Vinson.
